Setting Public Benefits as the Essential Weight of China's Cyberspace Governance——A Review on Major Events of 2016

当下中国网络空间治理模式的探索,夹杂在全球网络空间秩序复杂变化以及中国社会国情复杂变化的双重环境之下。本文提出两个观点:第一,应回归人、以人为本,以公共利益(而不是其他利益)为最大权重进一步探索中国网络空间治理模式。第二,应从"法治"与"德治"两个维度来架构中国网络空间治理模式,尤其在"法治"缺席之时"德治"必须始终在场。本文提醒,所谓"互联网+"还应包括"互联网治理+"的含义,即将互联网及整个网络空间当作摆脱路径依赖、破解我国长期存在的诸多老问题的契机平台。

China's current exploration of cyberspace governance model is conducted within the dual context of the country's rapid and complex social changes and the drastic pattern change of global cyberspace order.This article proposes the following two view points.First,the essential weight of China's cyberspace governance should be put on its citizen's,or the nation's public interests rather than anywhere else.Second,the construction of China's cyberspace governance model should comprise of both ruling by law and ruling by ethics.Especially,ruling by ethics and virtue should be consistently present in the absence of ruling by law.This article also calls attention to the fact that,the notion of China's 'Internet Plus'should contain 'Internet Plus governance',i.e.to employ the Internet and the whole cyberspace as a platform of casting off path dependency and resolving the root causes of long-standing problems and issues of the country.
