资源型小城镇属地化的融合发展研究

Research on Fusion Development of Resource-based Small Towns

资源型小城镇依靠自我发展存在较多的不足,过度依赖资源型企业,荣损共担,往往产生"独立王国"的不利后果,导致社会事业管理与服务逐渐失去优势。采取资源型小城镇属地化融合发展具有重要的价值:可以减少新建小城镇所需的基础资源,节约有限的土地资源,充分发挥资源型小城镇既有建成区的优势;可以逐渐摆脱资源型企业的过度依赖,实现资源型小城镇自身的良性发展;可以实现社会事业管理与服务在属地和资源型小城镇之间的互惠共享,共同提升新型城镇社会事业管理与服务的水平。推动资源型小城镇属地化融合发展,要坚持以地方政府为主导,以企业转型为契机,以居住管理为突破,以社会事业为关键的思路。

There are lots of deficiencies for the resource- based small towns in self- development,such as over- reliance on resource- based enterprises,producing unfavorable situation of wing loss sharing,leading to gradual loss of management and service advantage. It is significant to take integrated development of small towns which can reduce the basic resources needed for the new small town,save the limited land resources,take full advantage of the resources of built small towns,get rid of over- reliance on resource-based enterprises,achieve sound development of resource- typed small town. Also it can achieve social services management and reciprocal sharing of resources between the territorial and small towns upgrade the level of the new urban social services management and services. To promote resource- based small town of territorial integration of development,we must adhere to local government- led,corporate restructuring as an opportunity,living the management as breakthrough,and social programs for critical thinking.
