2010年以来,齐齐哈尔老龄人口比例呈上升趋势,养老服务需求旺盛,老年人对养老服务需求呈现多样性。齐齐哈尔市养老服务体系建设现状与发展目标有较大的差距。市委市政府应加强顶层设计,完善养老服务体系建设的总体规划;加大资金投入,拓宽融资渠道,鼓励民营资本投资;规范和创新养老机构及设施建设运营方式;整合社会资源,建立完善社会化养老服务体系;建立培训制度,加强队伍建设;完善监督机制,强化行业管理,形成规范成熟的养老服务业市场。

Since 2010,the proportion of aging population of Qiqihar is increasing. The pension service demands are booming,the elderly demands for pension services are diverse. Present situation of old-age service system construction and the development goals have a larger gap. Municipal government should strengthen the top-level design,improve the overall planning of the old-age service system construction; increase investment,expand financing channels,to encourage private capital investment; norms and innovation of old-age care institutions and facilities construction and operation; the integrate social resources,establish and perfect the social old-age service system; establish training system,strengthen the team construction; improve the supervision mechanism strengthen industry management,the formation of a standardized,mature pension service industry market and other aspects to promote the construction of old-service system.
