A Strategic Study on the HR Independent Development and Its Application in New Rural Construction

"三农"问题一直是我国政府工作的重点,新农村建设的成败在很大程度上取决于农村现有人力资源的利用与开发。本文在对农村现有人力资源利用与开发分析的基础上,从多个层面指出农村人力资源自主开发利用的途径,以提高其利用率,实现新农村的建设目标。

One of the keystones of the government job is to solve the problems of agriculture,farmers and the countryside. Whether new rural construction is successful or not depends greatly on development and application of existing rural HR. This paper is based on the analysis of development and application of rural HR,and it proposes approaches of rural HR independent development from different angles,increasing utilization of rural HR,to achieve the goals of new rural construction.
