1894年7月25日发生的'高升号事件'是日本蓄意挑起甲午战争的开端,因高升号为英国商船而引起了英国舆论的关注,《曼彻斯特卫报》给予了较多报道,但在日本的狡辩和英国政府暧昧态度的影响.下,其报道从最初的中立转向偏袒日本。在日本政府力求博得英国报刊舆论的支持时,清政府却鲜有作为。《曼彻斯特卫报》对'高升号事件'报道的变化反映了清政府在国际舆论中的不利地位。
The "Kowshing Event" on July 25,1894 was the beginning of Japan’s deliberate provocation of the Sino-Japanese War. British public attention was aroused by the promotion of the British merchant ship ’’ Kowshing",and Manchester Guardian, gave more reports; however, under the influence of Japan’s sophistry and with the British government’s ambiguous attitude, its reports shifted from initial neutrality to partialism in Japan. While the Japanese government sought to win the support from British Press, the Qing government did nothing. The changes in the reports of " Kowshing Event " by Manchester Guardian reflected the disadvantaged position of the Qing government in international public opinion.
