通向责任政治之路:我国责任建设的发展与演变——基于国务院政府工作报告(1979-2018)的语料分析

The Road to Responsible Politics: Development and Evolution of China's Responsibility Construction——Based on the Corpus Analysis of Government Work Report of the State Council(1979-2018)

责任是人类社会的基本价值,也是现代国家的支撑性原则,国家治理现代化因此需要以责任政治为目标不断向前迈进。研究发现,我国的责任建设以经济领域为起点,并逐渐拓展到政治等领域。近年来,责任建设呈现出协同与系统化的发展趋势,完善问责制度成为重点。这表明,我国的责任建设以目标和问题为导向,尊重社会发展规律,充分发挥责任在国家治理中的积极作用。在未来发展方面,应进一步完善系统化的责任制度,从观念与结构入手推进责任政治建设。

Responsibility is the basic value of human society and the supporting principle of modern countries. Therefore,the modernization of national governance needs to move forward with the goal of responsible politics. The study found that China’s responsibility construction starts from the economic field and gradually expands into politics and other fields. In recent years,the development of responsibility construction has shown a synergistic and systematic trend,and the improvement of the accountability system has become the focus. This shows that China ’s responsibility construction is guided by goals and issues,respects the laws of social development,and gives full play to the positive role of responsibility in national governance. In terms of future development,we should further improve the responsibility system and promote the construction of responsible politics from the concept and structure.
