改革开放40年来我国城镇就业体制和劳动力转移政策变迁探析

就业体制改革是我国市场经济体制改革的重要内容之一,城乡劳动力迁移是中国经济增长奇迹的关键支撑。改革开放40年来,我国的就业体制发生了根本性变革,由"统包统配"发展为市场化的就业体制。城乡二元分割的就业体制被打破,一体化劳动力市场逐步形成并完善。城镇就业体制变革和劳动力转移形成了具有中国特色的典型特征,形成了可供借鉴的历史经验,为新时代劳动力市场发展奠定了坚实的基础。

Employment system reform is one of the important parts of China’s market economic system reform. Urban-rural labor migration is the key support for China’s economic growth miracle. In the past 40 years of reform and opening up,China ’s employment system has undergone a fundamental change,from ' centralized labor allocation system' to market-oriented employment system. The urban-rural dual division of employment system has been broken,and the integrated labor market has gradually formed and improved. The transformation of urban employment system and labor transfer are endowed with typical Chinese characteristics,which provides experience for reference and lays a solid foundation for the development of the labor market in the new era.
