CPC Branch Building: Historical Evolution,Deep Motivation and Action Strategy

党的十九大报告从组织建党入手全面谋划了基层党组织建设,为新时代党支部建设提供了根本遵循。党支部建设在革命、建设、改革各阶段有不同的运行轨迹。马克思主义政党的优良传统、组织结构的基本原理、加强党对基层治理的领导、党支部的组织力薄弱是强化党支部建设的深层动因。新时代优化党支部建设要讲政治,强化党支部的政治功能;要抓思想,提高党支部的思想引领力;要抓服务,强化党支部的服务功能;要强动力,构建党支部建设的动力机制。

The report of the 19th National Congress of the Communist Party of China comprehensively planned to strengthen primary-level Party organizations,which provided fundamental rules for the Party branch building in the new era.The building of Party branches has different trajectories in various stages of revolution,construction and reform.The fine traditions of Marxist Party,the basic principles of organizational structure,the strengthening of the Party’s leadership over primary-level governance,and the weak organization of Party branches are the deep motivations for strengthening the building of Party branches.To optimize the Party branch building in the new era,we must take a clear political stand and strengthen the political functions of Party branches;we must focus on ideas and improve the branches’ability to guide through theory;we must focus on services and strengthen the service functions of Party branches;we must improve motivations and construct a dynamic mechanism for Party branch building.
