我国机构改革的进程与逻辑——基于“情境-目标-策略”分析框架的视角

The Process and Logic of China's Institutional Reform——Based on the Analysis Framework of "Situation-Target-Strategy"

从发展行政的角度而言,改革开放40年来8次机构改革是引导和推动中国经济社会发展的重要方式。围绕中国发展的主题,机构改革在一定的逻辑支配下展开。运用"情境-目标-策略"分析框架考察中国机构改革,可以发现其中包含权力、效率和民生三重逻辑。权力逻辑注重不同主体关系间的权力配置;效率逻辑着眼资源有效配置下的经济增长;民生逻辑则重视服务供给中的民生福祉。权力、效率和民生三重逻辑贯穿机构改革的整个历程,它们并非绝对的替代关系,而是不同改革阶段有所侧重的呈现。在这三重逻辑的支配下,中国机构改革取得了一些成效,也面临诸多约束。未来机构改革需进一步优化权力、效率和民生逻辑间的关系,形成三者之间的高效互动结构,为国家治理现代化提供有力支撑。

From the perspective of development administration,eight rounds of institutional reforms in the past 40 years of reform and opening up are an important way to guide and promote China’s economic and social development.Around the theme of China’s development,institutional reforms obey certain logic.Using the analysis framework of'situation-target-strategy'to examine China’s institutional reforms,we can find that it contains the triple logic of authority,efficiency and people’s wellbeing.The logic of authority pays attention to the authority allocation among different subjects;the logic of efficiency focuses on economic growth under the effective allocation of resources;and the logic of people’s well-being emphasizes the wellbeing of people in service supply.Throughout the entire process of institutional reform,the triple logic of authority,efficiency and people’s wellbeing are not absolute substitutes,but rather different forms in different stages of reform.Under the triple logic,China’s institutional reform has achieved some results,but also faces many constraints.Future institutional reforms need to further optimize the relationship between authority,efficiency and people’s wellbeing logic,and form an efficient interactive structure among the three,thus providing strong support for the modernization of state governance.
