农民工政策公平性隐缺的一种话语解构路径——兼议公平性形式化的演绎逻辑

Discourse Deconstruction for the Lack of Fairness in Migrant Worker Policy:A Simultaneous Discussion on the Logic of Fairness Formalization

公平是农民工政策的基本议题,但发展主义逻辑导向的经济话语制度性地简约了农民工政策的公平价值意蕴,带来公平性隐缺问题。农民工政策创立中的少数人对话是理解公平性隐缺问题的关键,这种对话形式使决策主体以发展主义话语合法地将农民工政策物化为促进城市化发展的政策工具,既引致公平价值出现隐缺问题,又使公平性形式化问题合法化建构。因而,有必要通过重复性的协商式对话实践,促使政府从公正的角度去认识公平与效率的关系问题,不断调适政府的管理主义思维并向实质社会公平靠拢,重塑政策应有的品格精神与伦理意蕴,让作为社会最少受惠者的农民工的尊严与利益得到有效维护与增进。

Fairness is the basic issue of migrant worker policy,but the developmentalism-oriented economic discourse has systematically simplified the fair value of migrant worker policy and brought about the problem of fairness.The minority dialogue in the establishment of the migrant worker policy is the key to understanding the problem of fairness.This form of dialogue enables the decision-making body to legally transform the migrant worker policy into a policy tool to promote the development of urbanization,which leads to the lack of fair value and makes the formalization of fairness legalized.Therefore,it is necessary to make the government understand the relationship between fairness and efficiency from a fair perspective through consultative dialogue,constantly adjust the government’s managementism thinking to move closer to the substantive social fairness,and reshape the spirit and ethics of the policy,thus effectively protecting and promoting the dignity and interests of migrant workers who are the least beneficiaries.
