As social and economic development is increasingly dependent on technology, the research on the allocation of technological resources and enterprise transformation has both theoretical extension and important practical value. This study takes the listed manufacturing companies in Zhejiang Province from 2011 to 2015 as samples, the paper empirically examines the impact of different configurations of technological resources on the manufacturing enterprises’ mutation transformation.Firstly, the paper uses intuitive statistical methods to examine the links among technological human resource management, technology R&D management, technological equipment management and mutation transformation. Secondly, the nonlinear probability model of different strength allocation groups of technological resources in the mutation transformation enterprises is constructed. Through empirical research, it is found that, compared with the low configuration group of technological resources, in the high configuration group of technological resource, technological human resources and equipment management can significantly promote the mutation transformation of manufacturing enterprises, and there is an inverted U-shaped parabolic relationship between the technology R&D strength and the enterprises’ mutation transformation. Based on the validation hypothesis, this paper formulates the countermeasures to improve the optimal allocation of technological resources and manufacturing enterprises’ mutation transformation as well as the policy measures that the government should take.
