在长三角地区协同推进建设开放新高地

Cooperative Promotion of Constructing Open New Highlands in the Yangtze River Delta Region

长三角地区是中国的开放高地,要全力以赴实现习近平总书记关于开放的五大任务,就要在开放的高度、深度、广度上下功夫,做文章。高度是指与国际市场相通的制造业、服务业在内的产业实力和能力;深度是指与世界贸易组织、自由贸易区等全球多边与双边国际经贸规则的制定相融合的营商环境、制度安排;广度是指各种开放、改革和产业升级的措施,并形成可复制、可推广的成果。与此同时,建议在长三角地区进行自由贸易港试验。

The Yangtze River Delta region is an open highland in China. To make every effort to accomplish the five tasks of General Secretary Xi Jinping about opening up requires hard-w orking and actions on the height,depth and breadth of opening up. Height refers to the strength and capability connected w ith the international market of industries including manufacturing and service industries;depth refers to the business environment and institutional arrangements that are integrated w ith the formulation of global multilateral and bilateral international economic and trade rules such as the World Trade Organization and free trade zones;breadth refers to the replicable and scalable results of various measures of opening up,reform and industrial upgrading. At the same time,this paper suggests that free trade pilot ports be launched in the Yangtze River Delta.
