高科技系统论纲

A SURVEY ON HIGH SCI-TECH SYSTEMS

本文运用系统论的观点对高科技现象进行了比较全面的分析,提出了研究高科技系统的一条思路。高科技系统具有一定的整体性形态,它分别显示为高科技产品、高科技体制、高科技意识。高科技系统的主体作为高科技行为的承担者,它可划分为高科技人材、高科技组织(企业和园区)、高科技民族(国家)这样三个层次。高科技系统在经济、政治和文化等方面发挥着重要的社会功能,由此高科技成为对于当今人类发展和社会进步具有决定性意义的一个因素。

This paper makes a comprehensive analysis of high sci-tech phenomena in the view of the systems theory and presents a train of thought in the exploration of high sci-tech systems. High sci-tech systems have the formation of wholeness, which shows such aspects as high sci-tech products, high sci-tech systems of organization and high sci-tech consciousness. As the bearer of high sci-tech behaviour, the subject of high sci-tech systems could be divided into three hierarchical levels—high sci-tech personnel, high sci-tech organizations (enterprises and zones) and high sci-tech nations (countries). In the realms of economy,politics and culture,high sci-tech systems perform such significant social functions that they become a determinative factor in human development and social progress at the present time.
