精准扶贫视角下贵州民族地区农村社会保障现状研究

Research on the Present Situation of Rural Social Security in Guizhou Ethnic Areas from the Perspective of Precision Poverty Alleviation

在中国特色社会主义进入新时代我国社会主要矛盾转化的特殊时期,利用对贵州省民族地区5乡镇447户农户的调查数据,分析研究贵州省民族地区农村社会保障发展状况。研究发现,由于存在农村医疗资源相对匮乏、养老受传统观念约束和农村低保人员所占比重较大等问题,从而严重影响该地区小康社会进程和农民生计的可持续发展。因此应精确农村最低生活保障对象、明确农村社会保障的具体项目安排、规范农村社会保障项目资金的使用、制定适合农村社会保障对象的具体措施、选派领导班子完成农村社会保障的具体工作以及保证农村社会保障的工作成效,从而推动贵州省民族地区精准扶贫工作的顺利开展和有效实施。

In the special period when socialism with Chinese characteristics has entered the new era,the article analyzed the development of rural social security in Guizhou minority areas using the survey data of 447 households in 5 townships in Guizhou Province.It is found that the problems such as the relative lack of rural medical resources,the restriction of old-age pensions and the large proportion of rural minimum living security personnel,have seriously affected the process of well-off society and the sustainable development of farmers undefined livelihood in this region.Therefore,it is necessary to specify the minimum subsistence security target in rural areas,define the specific project arrangements of rural social security,standardize the use of funds for rural social security projects,formulate specific measures suitable for rural social security targets,select leadership teams to complete the specific work of rural social security,and ensure the effectiveness of social security in rural areas.Which have led to the smooth development and effective implementation of accurate poverty alleviation work in the ethnic minority areas in Guizhou Province.
