异地养老社会保障服务体系构建及实现

Construction and Realization of the Social Security Service System for Off-site Retirement

异地养老作为一种新型养老方式随着流动老年人的增加而发展起来。通过对我国社会养老保障服务体系的调研发现,老年人异地养老以家庭养老服务与市场养老服务为主,政府与社区所提供的社会保障服务缺位,老年人在流动过程中福利受损。为此,应构建由政府、市场、社区、家庭多元供给的异地养老社会保障服务体系。社会养老保险的推广、现行社会养老保障服务体系的完善及异地就医结算服务的成功为这一多元体系的构建提供了可行性,但同时应看到,在构建异地养老社会保障服务体系的过程中,会面临着地方政府各自为政、过度市场化和家庭化、信息不完整等困难,应采取政府协同等措施促使这一体系的实现。

As a new type,off-site retirement has developed with the increase of the mobile elder. Based on the investigation of our social security service system for retirees,it is presented that government and community are absent from the social security service,while family service and market service play significant role in elder’s off-site retirement,therefore pensioner’s welfare can’t be guaranteed. So it is essential to establish a system which pluralistically is supplied with government,market,community and family. Popularity of social insurance,perfection of existing elder social security service system and success of the off-site medical treatment settlement service make it feasible. Meanwhile there are some difficulties such as local government’s separation from central government,overmarketization,over family-mode operation,and incomplete information. Therefore some measures like government collabration must be taken to promote realization of the system.
