从银川市区位、经济发展水平、人才现状条件出发,探讨了“数字银川”的总体框架,提出构建“数字银川”应充分利用现有的通信网络资源,从政府上网做起,加快构建进度;注重数据库的建设与共享,提高使用效率;注重人才的引进、培养,扩大用户群;注重地方立法,保证信息安全。

Proceeding from the conditions geographical position, economic level and present situation of people of talent, the framework of 'digital Yinchuan' is probed into. A series of suggestions are pointed out, such as to make full use of information and network resources that are now available; to use the network by the government first; to take the construction and share of database seriously and make it more efficient; to attach importance to recommend and foster the people of talent and enlarge the group of user; to think highly of local legislation and ensure the safety in formation.
