This paper presented the conception of GIS Avtivex,and described the necessity of introducing GIS into communication trade and building communication net GIS.According to the requirements of Daqing communication net layout,construction and maintenance management,the flow of developing Daqing telecommunication line resource management system by use of VB and GIS was set forth in detail,and at the same time the function of the system was introduced in short.
