电子政府是21世纪信息技术和管理科学发展的产物。对电子政府的建构思想、技术特性、功能与效率要素进行了综合分析:电子政府的虚拟特性与效率、任务与功能、宏观调控和网络经济特性与效率问题,归纳了电子政府建构中存在的关键性和复杂性问题,并提出了研究的思路和系统建构的思想。

The construcnton of e-government is one of the outstanding achievements gleanced productive forces and management scuebce ub tge 21st century.In the present paper,the author makes a comprhensive analysis of the e-ogvernmnent's factors such as conceptional thought,technological fetures,functions and efficiency.The author also discusses the issues in the e-government's virtual characteristics and eflciency .tasks and functions,as well as the fetures and efficiency of macro-control and Internet economy.He sums up the key and comples problems existing in the construction of the e-govermment, and comes up with the idea of how to make a study if it and how to construct it.
