Models of strategic and tactical aspects of air traffic flow management

摘要 针对日益增长的空中交通流量,提出了适合中国空中交通的战略、战术级流量管理模型。按照功能,分别提出了航路流量管理模型和机场流量管理模型以及终端区的流量管理模型。根据空中交通中信息的实时性和多样性,分析了其中的信息流动,并在此基础上提出了新一代信息共享网络。这些模型都应用于清华大学国家CIMS工程研究中心与华北空管局合作开发的空中交通管制指挥检测系统(ATC-CMS)中,并取得了很好的效果,同时也为上层管理者提供了战略性决策支持。 Air traffic flow volumes i n China can be increased by strategic planning of air traffic flow management. Mod els were developed for en-route flow management, airport flow management and te rminal area flow management. The real-time variation of air traffic information was considered in the development of a real-time information sharing network. The models worked very well in an Air Traffic Control and Command Monitoring Sys tem, developed by the National CIMS Engineering Laboratory and the North China R egional Bureau of China Air. The system provides senior managers with real-time information for strategic decision support.
