减少西线调水对调水河流水力发电不利影响的建议和措施 被引量:2

摘要 南水北调西线第一期工程从长江上游调水40亿m^3,从水权角度分析了对长江中下游已建梯级电站的发电损失,提出了补偿措施。国务院批复《南水北调工程总体规划》中,南水北调西线工程规划调水170亿m^3,建议主管部门,对中下游新建或规划的梯级电站,根据已减少的径流量调整开发目标以减少影响和损失。 Water diverted from the first stage of west route of south to north water transfer project from the upstream Changjiang River is about 4 billion m3. According to the power of water resources by the state considering, analysis energy will be loss for the stair hydropower plants built of midstream and downstream for the Changjiang River and will put forward the measures of supply again. When the State Council approved an official 《Overall Plan of the Project of Water Transfer from South to North》, the project of west route of water diversion that can be transferred from the Changjiang River is 17 billion m3 in it. As the stair hydropower plants of the midstream and downstream will be built and have been planned, the total annual runoff 17 billion m3 of the three reaches should be deducted and the development target for stair hydropower plants should be regulated.
