运用标准化战略推进中医药的国际传播

Application of Standardization As A Strategy to Promotiny Dissemination of Traditional Chinese Medicine in the World

根据国际社会的有关定义,建立标准系统的基本目标是“建立最佳秩序、取得最佳效益”,为工作或工作成果确定“衡量准则”;标准化是制定标准、贯彻标准进而修订标准的过程。当今世界,谁掌握了标准的制定权,谁就一定程度上掌握了技术和经济竞争的主动权。因此,标准的竞争将是未来国际竞争的焦点。中医药学是我国少数几个拥有自主知识产权开发潜力的学科领域之一。以我为主,制定和推广中医药国际化标准,发挥其法规效用和自我约束作用,促进中医药与国际社会各方面的衔接和中医药学术发展已经迫在眉睫。今年9月25日世界中医药学会联合会将正式宣告成立,这是一个总部设在中国的国际性中医药学术组织,具有完成上述使命的合法性和权威性。目前我国急需制定的标准有中医药名词术语标准、中医药教育标准、中医医疗机构设置标准、中医药从业人员标准和中药及设备标准,本文就中医药的国际化标准战略进行了深入的论述。

The basic objective in the establishement of the systems of standards in accordance with relevant definitions of international communities should be 'the establishment of optimal order and the achievement of optimal results' so as to assign 'criteria of meassurement' for work done and results. Standardization represents a process of formulating, implementing and even revising standards. In the world of today, those who hold the right to formulate standards would have the initiative to a certain extent in technological and economic competitions. Therefore, the competition in the term of standards will be the focus of international competitions in the future. The traditional Chinese medical science and the science of Chinese pharmacology are of a few disciplines in China, which own their independently intellectual property right and their potentiality of development. It is a matter of great urgency to formulate and popularize the international standards of traditional Chinese medicine and give full scope to their functions of regulations and their role of self-restraint as well as promote traditional Chinese medicine to dovetail all areas of international communities and push forward its scientific development on our own initiative. Approved by the State Council the World Union of Societies of Traditional Chinese Medical Science and Science of Traditional Chinese medicine will be established on September 25 this year, which is a internationally academic organization with its headquarters in China and endowed with the legitimacy and authority for the fulfillment of the abovementioned tasks. At present it is urgently needed to draw up such standards as the standard of the terms of TCM, the standard of the education of TCM, the standard of the establishment of TCM institutions, the standard of personell engaged in TCM and the standard of TCM and its facilities. This article deeply penetrates into the strategy on the internationalization of the standards of traditional Chinese medical science and the science of traditional Chinese medicine.
