摘要
在"人口、资源与环境"系统中,国土资源安全问题已成为经济社会可持续发展的重要制约因素。本文根据国土资源安全的现实意义,就国土资源安全的内涵、外延,及国土资源安全的科学学问题进行了初步探索,力图借此为国土资源的安全理论、安全评价、及保障体系建设做点基础性工作。
In the system composed of population, resources and environment, the safety problem has become an important confinement factor on the sustainable development of economy and society. Based on the oprational significance of the safety of land and resource, this paper initially studies the meanings and scienology of the safety of the land and resources, and strives hard to do some basic work for the establishment of safety theory, safety evaluation and security system.
