Strengthen Modern Agriculture Construction In the Face of the 21th Century

本文总结了我国农业和农村经济在“八五”期间所取得的成就，分析了其发展现状和存在问题，展望了“九五”的发展前景；针对世界农业发展的趋势，提出现代农业建设是加快农业增长方式转变的关键的观点，并探索了我国现代农业建设的途径；根据农业持续发展的需要和我国基本国情的要求，指出现代集约持续农业是我国现代农业建设的必由之路，并解释了现代集约持续农业的概念和内涵，探索了其区域发展战略，规划了其重点发展领域；在分析现代科学技术的新趋势、世界农业科技发展趋势与重点和科技进步对我国农业持续发展的重要作用的基础上，提出科学技术是推动农业特续发展的强大动力，探讨了我国农业科技发展的战略和主要任务；根据21世纪世界农业发展的主要特点和世纪之交我国衣业发展的主要特点，提出了面向21世纪，树立推进现代农业建设的八个新观念。

<Astract>This paper summarizes the major achievements of the nation's agricultural and rural economic growth during the Eighth Five-Year Plan period,analyzes the advantages and disadvantages existing in agriculture at present,and then outlooks for the agricultural development in the Nineth Five- Year Plan period. Combiningsuch a basis and the tendency of the world agricultural development, while the auth0r points out that modernagricuItural c0nstructionis essential to acce1eration the process of agriculture increment,several possible waysleading to China's modern agriculture are discussed. According to the needs of modern agricultural developmentand the requests of some basic conditions in the country, the realization of the medern intensive sustainableagriculture (MlSA) is emphasized as a only way for China's modernization. With giving definitions of theconcept and main contents of the MISA,the regional development strategies of MISA and the key fields inagriculture for further development are explored and studied. on the basis of analysis of the new trend ofdevelopment in modern science technology and agriculture in the wor1d, and particularly their impacts toChina's MISA,the author not only identifies that the modern scientific achievements are playing a key role, asa powerful engine, in promoting MlSA in Chian,but also raises the major tasks and solutions in griculture,aswell as the strategies 0f the national agri-scientific development. Finally, given the main characters of theagricultural development in the face of the coming 21st century both at h0me and abroad,the eight new ideas aresuggested for accelerating modern agricultural construction in China.
