He claims that after the September 11 Events,dramatic changes took place in international political structure.Russian President Putin seized this historical opportunity and timely improved its relations with the United States and NATO.The rapid closing between Russia on the one side and the U.S.and EU on the other side could not cover up their significant differences on major strategic issues,such as U.S.military deployment in Central Asia and the reduction of nuclear weapons.
