摘要
政府效绩评估的核心是行政业绩的认定和价值估量 ,最终衡量指标为相对明晰的投入 (成本费用支出 )与相对不明晰的产出 (社会直接或间接受益额 )之比较。全方位的效绩评估体系包含预算上的价值判断、行政事务成本收益分析、内部效绩考核指标等 ,相应需要有责任追究制度并与个人或局部利益挂钩。
The core of government achievement appraisement is the acknowlegement of its administration achievements and the estimation of their value,the ultimate measurement index being the comparison between the relatively clear investment and the relative unclear output.An all-round achievement appraisement system includes judgment of budget value,cost and benefit analysis of administrative affairs,internal achievement examination index,etc.with correspouding responsibility-affixing and benefit-rewarding mechanism.
