Privatization of public function in1980s was once the dominating though t of public adminis-tration in the United States.Howeve r,rational thinking on privatizati on of public function in 1990s appeared in theory.The practice in public adm inistration shows that privatizati on of public function cannot surpass the nature of public authority;privati zation of public function is one of th e choices in governmental reformation,but it is not the panacea to cure all th e social evils.Public -private coop eration will develop in American future public administration,and t he'win -win'policy is the basis for the cooperati on.
