人类正步入电子时代 ,电子文献日益增多 ,并将在不远的将来成为知识与信息的主流载体 ,在图书馆的馆藏中占主导地位。公共图书馆应当更新观念 ,在不损害有关的知识产权的前提下 ,将这部分馆藏对本馆读者免费开放 。

With the electronic literature increasing quickly, it will become the most important medium for knowledge and information, and have dominant place in the library collection. Therefore, the public libraries must renew their ideas to provide their readers with the electronic literature without charge in order to bring about the best effects.
