摘要
目前,企业的人事管理弊病很多。笔者认为最大的弊病是领导对员工的主观评价,它导致了企业在招聘员工、选拔人才、考核人员方面主观臆断、任人唯亲的人事配置,最终使企业人心涣散、人才流失,难以在市场经济中立足。要从根本上解决这一问题,应实施人员素质测评,因为它具有客观、公正地评价人、识别人的特征,保证企业人事决策的准确性和效率,从而有效地开发企业的人力资源,真正实现企业优化的人事配置。
At present, there are many drawbacks in personnel management in enterprises, the most serious of which is the subjective evaluation of the staff by the leaders which inevitably leads to subjective and groundless conclusions in personnel invitation, talented personnel selection and personnel assessment and in personnel appointment solely by favoritism in the enterprises and which, in turn, inevitably leads to the slackening of the staff's spirit and the flowing away of trained personnel in the enterprises. And consequently the enterprise can not have a foothold in the market economy. Evaluation of personnel quality is the solution to this problem for it can give an objective and fair appraisal of the staff members and ensure the correctness and efficiency of the decision concerning personnel affairs in the enterprise. In this way the human resources in the enterprise will be effectively developed and the optimized personnel disposition carried out.
