制度效率的决定与制度效率递减

The Determinant Factors of the Institutional Efficiency and the Diminishing Efficiency of Institution

制度效率就是实施制度带来的收益与成本的比较,制度安排的效率取决于制度的"普适性"、相关制度安排实现其功能的完善程度和生产过程的技术性质。制度结构的效率则取决于制度配置状况。由于生产过程的技术性质不断变化,制度要保持高效就必须随之改变。从制度的供给、需求及制度市场的特点看,制度随着生产过程的技术性质的变化而不断调整是不可能的。因而,制度的效率必然递减。

The efficiency of institution is the comparison of the income and cost accompanied with the institutional enforcement, the efficiency of institutional arrangement is determined by the rest institutional arrangement in institutional structure and the technological property of the production process. The efficiency of institutional structure is determined by institutional allocation. With the change of the technological property of the production process, the institution must change in order to keep efficiency. But institution can't change with the change of the technological property of the production process from the factors of institutional supply and demand. so the diminishing efficiency of institution is necessity.
