发展民族教育,开发人力资源是西部大开发背景下阿坝州经济社会进步的最主要杠杆之一。民族教育改革与发展要立足社会大视野,协调与经济、文化的关系。从经济改革的角度出发,立足现实、考虑未来,按照阿坝州经济社会需要调整教育结构;深化教育体制改革,增强学校生机和活力;适应劳动力结构变化,大力发展职业教育。从文化环境的角度出发,民族教育发展要适应民族文化,融合民族文化,同时要发挥教育的整合功能,促进文化更新。

On the background of the Great West China Development, developing national education and exploiting human resources are one of the most important factors for Aba Zhou's social economic development. Ethnic education reform and development should be based on the development of society and coordinated with economy and culture. In terms of economic reform it should stand by the reality and future, adjust the educational structure according to the social need; deepen educational system reform and make schools more vital, energetically develop vocational education to fit the change of labor structure. In term of cultural environment, it should fit and fuse the national culture and develop its integrated function to promote cultural renewal.
