认为目前电煤供应基本平衡 ,只有“平价煤”和少量的稀缺煤种需求量增加。提出电煤价放开 ,使电力企业和煤炭企业在公平的竞争机制下竞争 。

This paper holds that upgrading the coal market functions, maintaining the stability of coal market and bringing into full play the function of coal market present the best way out to settle the electric coal pricing disputes. The paper thus points out that it is unrealistic to rely totally on the combined business of coal mining-power generation for the purpose to solve the coal and electricity pricing problems. In stead, this paper presents 4 major measures aiming at bringing the market functions into full play and also proposes that the state government may readjust the interests of different sectors in the complete energy industrial chains. Increasing economic returns to enterprises should rely on tapping the internal potentials of the enterprises proper but not on taking advantage of the others.
