The Characteristics of Environmental Resources and Its Institutional Implication

环境资源在个体间的不可分割性 ,决定了它具有公共物品属性。环境资源的公共产权安排、环境产权缺失以及环境效益的正外部性 ,是导致环境资源短缺的主要原因。从环境资源的产权特性出发进行产权调整 ,如明晰环境资源产权 ,建立排污权交易市场等 ,是实现环境治理制度创新的有效途径。

Because of no departure,the environmental resources have the characteristics of public goods.The main reasons that lead the environmental resources to be destroyed or lack of supply are:(1) the public property right,(2) the missing of environmental property right, (3) the positive externality in the supliying of environmental resource.So,through the way of setting up the exclusive property right and establishing a market of pollution control,we can innovate the environmental governance institutions effectively.
