高校收费与个人承受能力的研究

A Study of Tuition Fees Collection by Universities and the Individual Capability for Bearing the Cost

制定高校收费标准的依据 :教学成本额、办学性质、专业性质、地区、家庭承受力 ,其中居民家庭经济承受力是制定合理的高校收费标准的最直接因素。高等教育收费已明显超出家庭的承受能力。确定学费标准时须考虑以下几项原则 :收费与成本不望全对等原则、收费应适合居民承受力原则、逐步加强信贷观点、健全贷款制度。

The basis for determining the standards of tuition fees collection includes such factors as educational cost, nature of school-running, nature of specific specialty, differences of various regions and the individual family's bearing capability. Among these factors, the individual family's economic capability is a direct one for deciding on the reasonable standards. Consequently, the following principles well deserve consideration: incomplete compatibility between cost and fee collection, reasonable suitability of the family for bearing the expenses, and establishment of a sound loan program.
