在激烈的公路工程国际承包竞争中 ,项目管理的成功与否集中体现在合同管理上。其中索赔工作对承包公司的生存与发展至关重要。结合海外工程承包的实践 ,论述了加强合同管理 ,树立“合同、索赔、风险”三种意识和“成本、时间”两种观念的意义。

In the international highway project contracting markets, the success of project management is focused and embodied on the contract management. One of vital works is how to claim for contractor's interests.The perspectives on contract, claim and risk management are introduced, and some oversea experiences on how to understand the cost and the time in claiming procedure are presented in this paper.
