Considering the conflict between public health interests protection of health administrative enforcement and the autonomy right exertion of private party,to discuss how to set up ethical amortization mechanism as a solution to this problem and explore the necessity and possibility of it. It can be hoped that pushing forward occupation-morality construction of health lawman and advocating human concern will lessen such a conflict. Also, private party should restrict themselves by morality criterion.
