在我国发展天然气联合循环发电的障碍与建议

本文提出了目前在我国发展天然气联合循环发电的三个主要障碍:即天然气的来源与供应问题、燃气轮机品备件问题、“竟价上网”问题,并针对这三个问题提出五点建议。特别是对目前发展天然气联合循环发电影响最大、最急切地上网电价问题,提出了要从合理规定天然气价格、实行“峰谷分时电价”和上网电价应计入“环境价值”等三方面措施。

This paper points out the three main problems that obstruct the development of nature gas-fired power generation in China, that is, source and supply of nature gas, spare parts of gas turbines, and 'competitive price of electric power to be put on the network'. There are 5 recommendations to be proposed to these problems. Especially, concerning the problem of electric price that has heavily influenced the development of nature gas fired combines cycles, it provides the measures to be taken in the paper. These measures include how to rationally fix the price of nature gas, specify the different prices for the peak and the valley load, and take the environmental cost into considerations for the electric power price.
