中国天然气勘探开发区域战略布局分析

STRATEGIC REGIONAL LAYOUT OF NATURAL GAS EXPLORATION AND PRODUCTION IN CHINA

该文根据中国天然气资源分布、天然气勘探开发现状、天然气供需市场、社会经济发展水平、管网建设及下游消费市场等多种因素 ,提出了近、中期中国天然气勘探开发的区域布局 : ①中部区天然气资源基础雄厚 ,勘探开发基础好 ,离经济中心较近 ,是近、中期中国天然气发展的基础和主战场 ; ②西部区天然气资源相当丰富 ,但远离东部经济中心 ,要以“西气东输”工程为契机 ,开拓天然气勘探开发 ,使之发展成为继中部区之后的战略接替区 ; ③海域天然气资源比较丰富 ,而且具有临近消费市场的地理优势 ,应摆在优先开发利用的战略地位上 ,加快发展步伐 ,提高天然气产量 ,优化沿海地区能源消费结构 ; ④东部区天然气资源相对贫乏 ,但市场条件优越 ,天然气需求旺盛 ,要挖潜不同规模、不同类型的天然气气田 。

According to various factors such as natural gas resources distribution, present situation of gas exploration and development, gas supply and demand market, social economic development level, pipeline construction and consumption market in China, regional layout of natural gas exploration and production in China in the short medium term is put forward in this paper as follows: 1) In the central region, where is plenty of gas resources and has good exploration and production foundation as well as proximity to eastern economic centers of China, natural gas development lies in a fundamental position for short medium term development of China; 2) the western region, where is abundant with gas resources, but is far away from the eastern economic center, should greatly develop gas exploration and production relying on the project of transferring gas from west to east, and make it be the strategic replacement as the central; 3) In the offshore region, where has rich gas resources and geographical vicinity to consumption market, gas exploration should be placed on strategic status so as to increase gas output and optimize energy consumption structure in coastal regions; 4) In the eastern region, where is relatively poor in gas resources but has extensive market and flourishing demand for petroleum, different sizes and types of gas fields should be exploited to make full use of gas resources and meet demands.
