This paper shows that the phase of engineering design is the key of controlling cost.By means of analysis of the determining and cont rolling of the c ost of whole course of engineering co nstruct.Scientific means should be used in selecting design scheme and design work should be done carefu lly and thoroughly so t hat the controlling of engineering c ost could get twice the result with half the effort.
