由于基础设施的性质与供给制度间的矛盾,区域基础设施建设存在重复建设、供给不足、统筹规划缺乏等问题。应进行城市基础设施的供给制度创新,包括:城市基础设施供给组织体系建设、利益分享与利益补偿制度、投资监督制度、市场运行机制等内容。

As there is a contradiction between the character of infrastructure and supply system, there exist the problems of repeatedconstruction, insufficient supply, lack of uniform planning, etc., in the regional infrastructure construction. Therefore it is necessary to innovateon the supply system for the urban infrastructure construction. The innovation should cover the following: the construction of the supplyorganization system for urban infrastructure, the system of sharing and compensation of profits, the system of supervision on investment andmarket operation system, etc..
