摘要
美国政府1934年通过的《购银法》造成世界银价飞涨。作为银本位大国的中国深受其害,白银大量外流,金融出现严重危机。中国政府与美国政府进行了长达两年的艰苦交涉,最后与美国达成了白银交易,据此改革并稳定了中国的币制,实现了中国多年来一直追求的货币现代化。中美白银交涉集内政与外交、国内与国际、经济与政治问题于一体,反映了历史进程的复杂性、多样性和联系性。
In exchange for the political support of congressmen representing silver producing states in the American West, US President FDR signed the Silver Purchase Act on June 19, 1934. The Act led to the price of silver skyrocketing, which caused silver to leave China as fast as it could be loaded on boats and the Chinese suffered tremendously from a combination of higher interest rates and deflation. The Chinese tried its best to make a deal with the Americans by tough negotiations in 1934-36, and finally reformed and stabilized its currency backing by US dollars. This historical episode has special theoretical significance, and is an excellent case to challenge a few influential historical approaches and economic interpretations.
