摘要
本文从农村公共财政建设入手,指出农村基础设施、农民素质的提高、农村市场体系建设等都是政府财政应提供的公共物品或准公共物品。现阶段我国财政应尽快调整收支范围,转变农业支持与保护方式,并加大支持力度,以加速农业结构调整,提高农民收入,促进农村社会经济的发展。
This thesis start with the country public finance construction, pointing out the country foundational establishment, improvement of the peasant making and the construction of the country market system are all the public goods or quasi public goods which be provided by the government finance. At present, Chinese finance should adjusted the range of the income-outcome as quickly as possible, changed the mode of the agricultural sustaining and protection and increased the degree of the sustaining. All of these measurement aimed at accelerating the adjusting of the agricultural construction, increasing the peasant income and promoting the development of economic society in the country.
