分析了SARS防治中医务人员感染流行爆发的原因,指出一些医院存在的对SARS的认识不足;信息交流不畅,应急反应慢;医院感染管理工作基础薄弱;医院感染管理科力量薄弱;有些医院领导不重视医院感染管理;应对新的传染病,尤其是呼吸道传染病如SARS的能力差;综合医院缺乏呼吸道传染病收治条件;科研工作薄弱;医院外部的协调与信息的沟通差;医务人员未得到及时的培训等问题。与此同时,建议认真落实《医院感染管理规范》及医院感染管理的有关法规,医院领导要提高对控制医院感染包括SARS感染的重视;完善、健全医院感染管理组织体系,加强医院感染管理专业队伍的建设,加强对防治SARS的培训;设立医院感染专业学科;建立对新传染病如SARS的应急机制;加强医院感染监测,做好预警预报工作;制订科学、规范的防护标准;建立呼吸道传染病医院,集中收治患者;建立健全的信息系统。

Meanwhile, it suggests that the(Standards on Hospital Infection Control) and the relevant hospital infection control regulations should be implemented properly, leaders in hospitals should pay attention to in-hospital infection control, including SARS infection; to improve the organization and system for in - hospital infection control, to intensify the building up of the staff engaged in in - hospital infection control and the training on SARS prevention and treatment; to establish special discipline of in-hospital infection control; to set up the mechanism to respond new infectious diseases like SARS; to strengthen the supervision to in- hospital infection and early warning/forecasting; to work out scientific and standardized norms for protection; to set up hospitals for respiratory infectious diseases to admit patients in a centralized way; to establish and improve information system.
