Arguments on SARS from Economic Perspective

本文以“非典”疫情对中国经济社会的影响为背景,从经济学的角度进行了深入思考,提出疫情对中国经济的冲击性质上属于短期的需求冲击,不会改变中国经济高速增长的总趋势,同时建议对财政政策进行调整;对农村抗击“非典”的特殊方式进行了经济学分析;对市场经济和政府职能进行了重新审视,提出构筑共同利益制度;在论述危机原理的基础上,提出了强化政府危机管理的一系列建议;探讨了公共物品短缺带来的新矛盾和抗击“非典”对公共物品提供方式的启示。

This paper provides the deep arguments on SARS from economic perspective against the background of the impacts of SARS epidemic situation on Chinese economy: the nature of the impacts of SARS on Chinese economy is a short - run shock from demand side, it will not change the trend of Chinese rapid economic growth rate, and the adjustment of fiscal policy becomes necessary and urgent; the specific ways of fighting ARE in rural areas is explained economically; the functions of market economy and government are surveyed, the constructing the common interest system becomes necessary; based on the arguments on the rationale of crisis, a series of suggestions are provided on the crises management; the new contradiction brought by the shortage of public goods and the inspiration on public goods supply are discussed as well.
