摘要
新时期深圳的定位不同于国内任何其他城市,应循两条基本思路:应继续保持和发挥经济特区“窗口”和“实验地”的特殊地位和特殊作用;应继续在保持香港稳定与繁荣方面发挥特殊作用。为此,中央政府可以通过特殊的制度安排,建立深港经济共同体,这是新时期的重大战略选择,是我国政治和经济体制的一个重大创新,需要大胆略、大气魄和大智慧。
New positioning of Shenzhen in the new era is different from other China's Mainland cities in that it should be guided by two basic priciples:
1, continue the role of special economic window and experiment base
2 contribute to the prosperity and stability of Hong Kong
For these two purposes, special institutional arrangements could be made by the Central government to form a HK-Shenzhen economic sphere. This would be a major strategic decision and a major innovation in political and economic institutional reform.
