由高校扩招引发的对高等教育质量的思考

Reflections on college enrollment expansion and improvement of teaching quality

从 1999年起 ,我国高校大量扩招 ,在促进高等教育大众化的同时 ,也引发了社会各界对高等教育质量的担忧和思考。其实规模和质量并不是对立的 ,而是一个问题的两个方面 ,高等教育发展的基础是规模 ,但核心是质量 ,只有建立在一定规模上的高等教育质量才具有社会意义。提高高等教育的质量和水平 ,教育经费的投入是基础 ;教育体制改革是关键 ;提高人才培养质量 ,增加我国高等教育的国际竞争力是根本。

In order to offer more schooling chances to people, institutions of highe learning in China have been taking an increasing number of students since the year of 1999. The previously-absent expansion in college enrollment has given rise to worries among people from different walks of life about the teaching quality. According to the authors of the present paper, the expansion of enrollment and the improvement of education quality are two sides of the same coin and could be taken into account at the same time. The higher education cannot be more socially beneficial should the size remain small, and likewise, the teaching quality cannot be improved without enough investment and vigorous institutional reform.
