"依法治国"的提出,要求我国司法机关和司法官员必须依法公正地行使司法权,而要公正地行使司法权,司法机关一定要独立,司法官员就要职业化和精英化。同时,为保障司法的公正性和公正地司法,必须建立和完善一系列的监督保障机制。

The principle of 'Administer a country according to law' requires judicial office and judicial officials of our country must exercise the judicial powers justly with the independence of judicial office and the professional and elitist of the judicial officials; and meanwhile it is essential to set up and improve a series of supervising mechanism to insure the judicial justice and the just judicature. 
