摘要
依据党的十六大报告关于深化干部人事制度改革的精神,我们应正视检察机关干部人事管理制度长期存在的重大机制性问题:使用方式的责任制主体;职务终身制;考核流于形式;内部流动性匮乏;管人与管事分离;论资排辈等。应切合检察工作实际,从选人、用人、留人、育人诸方面探索与时俱进的改革思路与实践。
According to the arrangement for deeping the reform of the cadre and personnel system described in the report to the 16th Party Congress,we should face up to the major mechanism problems that have remained unsolved for many years in the cadre and personnel management system in procuratorial organs.These problems include:assignment being a main way of appointing cadres;the lifelong tenure of cadres' posts;cadre appraisal being a mere formality;overstressing seniority in the matter of selection and appointment ;etc.In light of these problems and specific conditions in procuratorial work we must ,keeping pace with the times ,explore the ideas and practices of reforming the cadre and personnel system in terms of personnel selecting ,appointing,keeping and training.
