摘要
进入 2 1世纪 ,人们的安全观念正在理论上和实践上经历着重大而迅速的变化。国家安全正超越“国家”的主体与范畴 ,扩展到“人”的安全领域。在中国和世界一些地区爆发的“非典” ,使传统的安全观继“9·11”事件后又一次受到严重的挑战 ,“人”的安全受到前所未有的普遍重视和强化。“非典”的短期效应是威胁人的健康、生命安全 ,挑战国家公共卫生防御及监管体系 ;其长期效应同“9·11”事件一样 ,将影响中国的安全观念 ,并将对中国参与国际经济、政治、文化等众多领域活动的形式和参与程度产生深远的影响。
As the world enters the 21st century,the concept of“national security”is experiencing rapid changes both theoretically and practically.It has gradually gone beyond the subject of the“nation”and has extended its focus to the“human being.”The outbreak of the SARS epidemic in China and other regions of the world once again has challenged the traditional concept of national security after the September 11 attacks,bringing the topic of human security to the fore.On the one hand,the SARS outbreak threatened people's lives and challenged the national public health system for the short term;on the other hand,it changed the concept of security for both China and the world,having a profound effect on social developments in such areas as economics,politics,society,and culture for the long term.
