试论朝鲜核危机

On the Nuclear Crisis in the Korean Peninsula

朝鲜半岛发生的核危机 ,对东北亚各国有重大影响。美国从反恐和防止大规模杀伤性武器扩散的世界战略出发 ,要求朝鲜放弃核研发 ;而朝鲜从生存战略出发 ,坚持利用“核牌”谋求体制安全保障。由于朝鲜核研发涉及朝美两国生死攸关的利益 ,有可能导致双方进一步的冲突与对抗 ,因此如何通过和平对话解决危机 ,从根本上消除两国间的敌对关系 ,乃是非常迫切的问题。要做到这一点 ,需要朝美两国相互让步 ,需要韩国继续大力推动韩朝和解与合作 ,也需要国际社会大力协助。

The nuclear crisis in the Korean peninsula has a great influence on the nations of Northeast Asia.The United States, based on its global anti terrorist strategy and in order to prevent the proliferation of WMD,has warned North Korea to stop its nuclear research and to abandon its nuclear weapons.Meanwhile,North Korea,following its existing policy,has persisted in using a“nuclear method”to seek security assurances.This development is of vital importance to the two countries,and will probably lead to further conflicts and antagonisms.Therefore,it is urgent that a way be found to resolve the crisis by peaceful dialogue and to eliminate the hostility between the two countries.For this purpose,it is necessary that they make mutual concessions and the South Korean should also continue its process of reconciliation between the two parties in the peninsula.However,assistance from the international community is important as well.
