生态敏感性约束下城市开发边界划定研究——以广州市为例

Study on the Boundary of Urban Development under Ecological Sensitivity Constraints:Taking Guangzhou as an Example

在城市快速发展的浪潮中,盲目的发展模式,对城市土地的极度需求,以及对城市生态环境的漠视,导致了城市无序增长,"摊大饼"式的增长模式对我国城市的可持续发展提出了挑战。针对这一现状,国内外研究学者提出了"城市开发边界"的概念,强调通过划定生态"城市开发边界",限制城市的无序增长,改善当前日趋恶化的生态状况。本文通过讨论城市开发边界的研究背景,研究思路及划定方法,试图在生态敏感性的基础上,探讨开发边界的划定。通过对广州市城市开发边界划定的实证研究,发现在多种生态因素共同作用中,林地、水系等生态功能为主的用地具有突出的影响,辅之以地势、坡度、坡向的综合贡献,提出了在地势起伏区域及平缓区域不同的城市开发边界划定模式,并对广州未来的城市发展提出相应的规划建议。

With the constant development of urbanization, China has entered the stage of rapid growth. However, the disordered-expansion-mode of city has led to series of severe ecological and economic problems. Thus, in order to protect the economical safety, ensuring the urban development boundary and banding the disordered-expansion-mode become the key point of Urban Planning Department. This paper aims to ensure the rigid boundary for the further development of the city by analyzing the relative index of urban ecological sensitivity and using the result to calculate the urban ecological sensitivity area as the forbidden development area. Finally, through discussing the distributed pattern of urban development boundary, this paper puts forward the corresponding planning suggestions for the future urban development.
